This research, employing the approach of the philosophy of jurisprudence and a descriptive-analytical method, investigates the relationship between "procedural authority" (ḥujjiyyah uṣūliyyah) and "epistemological authority" (ḥujjiyyah maʿrifatīyyah) in solitary reports (khabar al-wāḥid) and extracts the methodological implications of this relationship. The central question is whether the validity of a solitary report is based solely on religious enactment (procedural authority) or whether the rational agents' confidence in its content (epistemological authority) is also a fundamental condition for its validity. The findings indicate that, despite disagreements in explaining the nature of what is enacted, the common ground is the ultimate recourse to the "building of the rational agents" (binā’ al-‘uqalā’) as the basis for validity. Accordingly, procedural authority is contingent upon epistemological authority (being authentic in its attribution to the rational agents). This contingency yields four key methodological implications: the priority of reliability in attribution (wuthūq al-ṣudūr) over formal chain authenticity, the possibility of undermining a solitary report by rationally credible doubts (ẓunūn ‘aqliyyah mūhin), the necessity of proportionality between the rigor of validation and the importance of the jurisprudential subject, and the ruling of invalidity in cases of doubt regarding the attainment of rational confidence. Consequently, this research establishes the necessity of transitioning from a purely chain-of-transmission-centric methodology to a content-based and reliability-oriented approach in modern jurisprudential deduction.
