The impact of the concept of public-private partnership on the structures of governments in the field of public service provision

Abstract

Abstract: Today, public-private partnership contracts are considered as an efficient tool in implementing infrastructure projects and providing public services. Governments offset the deficiencies in public sector governance, especially budget constraints and lack of optimal and up-to-date management and expertise, by utilizing the financial, managerial, and competitive capabilities of the private sector. The position of these contracts in the process of transforming the approaches of governments to public services, and which types of government failures have led to the prevalence of this administrative contract model as a keyword for change in providing public services, and conversely, the impact of these contracts on the structure of governments in the field of public services, is the subject of this article. The author believes that the existence of a wide range of social and economic demands in the contemporary world and the necessity of responding to them have caused the collapse of the boundaries between public and private sectors and increased interaction between governments and the private sector. The author further believes that with the emergence and evolution of this type of contract, one can expect new transformations in the structures and institutions based on the government's involvement will be expected, which will be managed with a public-private nature and will create a major change in the structure of the government. This article, through library research and a descriptive-analytical method, examines the impacts of these contracts on the governance approaches of governments in the provision of public services by the private sector.
